The Rio Grande County Clerk & Recorder's office will be closed on Wednesday, January 21, 2026. Staff will be attending training for the computer upgrade of the motor vehicle system. The office will reopen at 7am on Thursday morning for regular business hours. REQUEST FOR PROPOSAL (RFP)

RFP for non-Local Public Health Agency (non-LPHA) organization

  • The Region 18 Council’s Opioid Prevention Committee is issuing this Request for Proposal (RFP) to solicit applications from qualified non-Local Public Health Agency (non-LPHA)
    organizations to support and implement opioid and polysubstance use prevention strategies in the San Luis Valley.
  • Selected organization will work collaboratively with public health and community partners to expand prevention reach, promote community education, reduce stigma, and support harm reduction efforts.
  • Eligible applicants include (but are not limited to):
    • Community-based organizations (CBOs)
    • Youth-serving organizations
    • Behavioral health and treatment providers
    • Recovery community organizations
    • Schools or school districts
    • Faith-based groups
    • Coalitions or task forces
  • Timeline
    • Proposal Submission Deadline: Monday, January 26, 2026

Biography of Dr. Kolawole Bankole

For the past two and half decades, as an altruist physician, municipal government health director, and health officer, I have exercised successful and effective healthcare leadership. Through direct and efficient facilitative and collaborative leadership, I have strategically implemented successful city/county-wide programs with innovative approaches, secured needed funding, effective organizational change, and workforce development. And led proactive health policies locally, nationally, and internationally. My priority goal is entangled with the welfare of the people, agencies, organizations, and governments, I interact with directly and indirectly. This means I lead and collaborate with others to implement health policies, initiatives, and programs that improve access to quality and affordable healthcare, social services, and wellness programs. It is my overall objective to continue to provide leadership on health policy and management leadership on public policy-related healthcare services, education, and programs and improve access to those in need so everyone can live a life of optimized well-being.

Kaleigh has worked at Rio Grande County Public Health for seven years. She has grown with the department over those years and is currently the Accountant for Public Health. Kaleigh is a go-getter and will stop at nothing to make sure the task is accomplished with the utmost confidence. When she is not working, you can find her with her family and friends enjoying the outdoors or traveling to new places.

Ida has worked with Rio Grande County Public Health for 10 years.  She started as a Supervisor for the Healthy Communities Program and then became the  COVID Response Coordinator.  She also has taken on the Regional Tobacco program and oversees many other programs. She loves the outdoors and spending time with her family.

Dianne BSN has worked at Rio Grande Public Health for 16 years. As a Public Health Nurse, she concentrates on public health activities that keep our community healthy. She has been a resident of the San Luis Valley since 1996.

Logan Montoya has a strong background in Public Health in Operations and Emergency Preparedness and Response. As an EMT he understand the fundamentals of Emergency Management and his diverse career includes roles in private security and as a small business owner further enhancing his expertise in leadership and operational efficiency. His experience also extends to serving on the Board of Directors for HVCC. Outside of his professional life Logan enjoys spending time outdoors with his two beautiful girls and appreciates the opportunities to teach them valuable skills.

Dolores joined Rio Grande Public Health in April 2023 as a Health Equity Specialist. Dolores is eager to learn and is passionate about helping people. With some background in health care, Dolores is excited to apply her skills and knowledge toward reducing health disparities and promoting health equity. Dolores hopes to make positive impacts on improving health outcomes for all members of our community. When Dolores isn’t at work, she loves spending time with family and friends. She also enjoys gardening and being outdoors.

Helen has been with Rio Grande Public Health since 2021. She has been an RN for over 40 years. Her past experience includes ER, ICU, Home Health and Hospice care. Helen currently supports the Travel Clinic program and is excited to help travelers with their safety, security and vaccination needs for international travel. In her spare time Helen volunteers in the community and serves on many non-profit boards.

Chelsea has worked for Rio Grande County Public Health since February of 2024 and was a previous Key Leader Board Member, Coalition Member, Community Board Member and Workgroup Member of Rio Grande Prevention Partners. Chelsea has work experience from the substance abuse field, media field and legal field and is eager to implement evidence-based practices to bettering the health of our community.

Karicia has worked with Rio Grande County as a Youth Outreach Specialist for the Safer Streets Program since March 2025 in a temporary role. In this position, she is passionate about connecting youth and families to resources that promote safety, well-being, and positive community engagement. Karicia values building relationships and supporting young people in reaching their full potential.

Outside of her work with the county, Karicia is the owner of All About Me Aesthetics. She enjoys spending quality time with her family, including her husband, reading her Bible, and soaking up the summer sun whenever possible—especially on the beach."
